Stringent Compliance Requirements

Environmental laws enacted approximately 15 years ago have greatly affected municipalities. Of course, municipalities have had to meet permit and regulatory requirements for their water and sewer systems for a long time. However, the new laws previously mentioned include stormwater regulations.

Interestingly, the EPA states their stormwater goals are to “reduce the discharge of pollutants from the municipal separate storm sewer system (MS4) to the maximum extent practicable, to protect water quality, and to satisfy the appropriate water quality requirements of the Clean Water Act” (CWA). Subsequently, the law requires municipalities to comply with numerous regulations, develop programs and best management practices. However, for some municipalities, the stormwater compliance duties are more than they can handle.
